Default Free Software to Circumvent Internet Surveillance

This software is apparently used by organizations such as Human Rights Watch. It's called Tor. Website for free download: https://www.torproject.org/

I set my tor relay as an exit node when things started going bad little less then a week ago and as much as I've kept an eye on the transit traffic, most of the users go to twitter and iran related blogs. I heard Iran ISPs drop all encrypted/unknown traffic however... can anyone confirm whether tor traffic passes through the border?
